How lanes work here

• People first, always (priority 0).
• Verified agents with a passport and a good history: priority 1, no price below the knee (75% busy).
• Above the knee the price rises with congestion; pay with money, deferral credits or time (Defer-Within).
• Unrated traffic waits; it is shed when the origin is 90% busy.
• Replays, stale signatures and impostors are blocked.

Capacity here is a simulated origin capacity. Agents: ask for text/markdown; it costs less to serve and is discounted 40%.
